About Us

​Madison County Transportation Authority (MCTA)
is a non-profit organization that provides transport
services to the citizens of Madison County. We work
with county agencies, medical facilities, and food 
providers to provide coordinated transportation efforts
​for residents in need of services. 

​MCTA provides to originating services in Madison, and Buncombe counties. The agency is also ADA compliant for those who need non-emergency medical transport and mobility device transport.  ​

Transportation Service Information
Eligibility and Registration
​Residents of Madison County should be eligible for MCTA services, with a few exceptions. The best way to determine eligibility is to call MCTA at (828)-649-2219, and speak to the office staff to answer any questions and register for service.  ​

Scheduling a Trip
  • Upon registration, trips may be scheduled between the hours of 8am-4:30pm, Monday through Friday. Note, since drivers and vans must be back at MCTA by 4:30pm, MCTA is unable to provide rides to Buncombe County for appointments later than 2pm. Please call (828)-649-2219  to schedule a trip and obtain essential information that you will have to provide to the MCTA driver.

​Medicaid Transportation
  • Non-Emergency Medical Transportation (NEMT) is provided by MCTA through Madison County Transportation Authority. Note, all NEMT trips must be scheduled through DSS. If you have Medicaid, please call (828)-649-2711 to determine eligibility and schedule your trip.   ​​
Transportation Notices
  • MCTA operates on a Curb to Curb Service: We pick you up at the curb and drop you off at the curb of your destination  
  • If you’re traveling with a child, you must bring the appropriate car/booster seat 
  • No child under 18 may be transported without a parent or guardian  
  • If you have a certified service animal, you must let our dispatch office know prior to boarding transport  ​​

The United States Department of Transportation (DOT) ensures full compliance with Title VI of the Civil Rights Act of 1964 by prohibiting discrimination against any person on the basis of race, color or national origin in the provisions of benefits and services resulting from federally assisted programs and activities. Any person who believes the MCTA has violated his or her Title VI protections, or would like additional information regarding the statutes or about our Title VI Plan, should contact the MCTA at 828-649-2219  or email MCTA Transportation Director  at dmetcalf@madisoncountync.gov

Reasonable Modification Public Notice

Madison County Transportation Authority is committed to ensuring a reliable, accessible experience for all customers. If, due to a disability, you are not able to fully use MCTA’s programs and services because of a policy or procedure that has been established, you may submit a request for a modification of the policy or procedure. To request a modification, complete a request for modification form  which is available online at or by calling 828-649-2219. All requests for reasonable modifications to Madison County Transportation Authority’s policies or procedures will be considered on an individual basis. Please note that MCTA may be unable to accommodate requests for modifications which would: (1) result in a fundamental alteration to the nature of the service; (2) create a direct threat to the health or safety of others, and; (3) create an undue financial or administrative burden. Requests for modifications might also not be granted if the director determines that the service can be fully utilized without the requested change. In the event that a barrier to access exists, but the requested modification cannot be granted, MCTA  will, to the maximum extent possible, assist in determining other possible actions that might be taken to provide access to its programs and services.

  • 60+ years of age
  • Veterans/disabled veterans
  • Using transportation services for employment purposes  

Transit Advisory Board

Transit Advisory Board Meeting: Third Thursday of March, June, September, and December at 3:00pm

All meetings will be held on site at Madison County Transportation Authority, located at 387 Long Branch Rd. Marshall, NC 28753. Agendas will be provided prior to meeting dates.

Inclement Weather Information
MCTA reserves the rights to revise, cancel, or reschedule trips as necessary to ensure the safety of clients and vehicle operations in the event of inclement weather.
