WNC Communities is also offering aid for those who may need help after Hurricane Helene. The WNC Communities' Immediate Disaster Needs grant was created to quickly provide resources to the farming community without duplicating other sources of funding for aid. These applications are meant for farmers who have urgent needs that will directly impact their farm business operations.
WNC Communities employees will be manning "support stations" in several counties for those who have questions or may need help filling out applications. The locations of the support stations are:

Don’t Wait to Clean Up or Make Repairs
Residents with home damage after Helene do not need to wait for a FEMA home inspection or insurance adjuster before beginning to clean up. Typically, after a survivor applies for disaster assistance, they will be contacted by a FEMA inspector within a few days to schedule an appointment. Before starting any structural work, be sure to get a building permit from your local building authorities.
Before starting clean up, be sure to take photos and videos of damage, including the inside and outside of the building, including personal property, appliances, furniture, etc. Be sure to also save all your repair receipts. After taking photos and videos, immediately throw away flood-damaged items as they could pose a health risk.

The N.C. Department of Agriculture and Consumer Services hotline is active. This hotline is to connect farmers with resources that can assist with damage and other agricultural emergencies related to the storm. The toll-free number is 1-866-645-9403. AB Tech Madison is expected to open October 28.

The North Carolina Department of Health and Human Services is working with state, federal and local partners to help North Carolinians impacted by Hurricane Helene access needed health care. NC Medicaid has been granted additional temporary changes to help with continued care during recovery efforts.
Federal flexibilities are active statewide from Sept. 25, 2024, through the end of the Hurricane Helene Public Health Emergency declaration for North Carolina and are intended to support Hospitals, Psychiatric Hospitals, Critical Access Hospitals, including Cancer Centers and Long-Term Care Hospitals so that they can ensure:

North Carolina has officially received a Major Disaster Declaration, making individuals in Madison County eligible for Individual Assistance through the FEMA. Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7 a.m. and 10 p.m. EST.

Be Careful of Fraud:
Be aware that FEMA reps all wear a hard laminated id card. Ask for the official id if you are approached by someone stating they are from FEMA or wearing FEMA clothing. They should be able to produce their official id. The official FEMA and disaster assistance sites all end in .gov. Sites that end in .org or .com, etc. are not actually FEMA. Be mindful of sharing your personal information.

North Carolina’s law against price gouging went into effect last Thursday. Businesses cannot unreasonably raise the price of goods or services to profit from a state of emergency. The North Carolina Department of Health and Human Services is working with state, federal and local partners to help North Carolinians impacted by Hurricane Helene access needed health care. NC Medicaid has been granted additional temporary changes to help with continued care during recovery efforts.
Federal flexibilities are active statewide from Sept. 25, 2024, through the end of the Hurricane Helene Public Health Emergency declaration for North Carolina and are intended to support Hospitals, Psychiatric Hospitals, Critical Access Hospitals, including Cancer Centers and Long-Term Care Hospitals so that they can ensure:

- There are places to provide hospital care to people.
- There are people to provide health care.
- Telemedicine is available.

Price Gouging:
North Carolina’s law against price gouging went into effect last Thursday. Businesses cannot unreasonably raise the price of goods or services to profit from a state of emergency. If food that was purchased with DSS Food & Nutrition Service benefits has been damaged or lost as a result of Hurricane Helene, you may be eligible for food replacement benefits! Request replacement benefits from our local DSS office (8am-5pm M-F). Forms are available at the front desk of the main office that can be completed on site and left for a caseworker. Forms can also be emailed to Patsy Frisby at [email protected] or mailed to 5707 U.S. Hwy 25-70, Suite 1, Marshall, NC 28753.
USDA has approved a waiver for Madison County for the 10-day reporting requirement for food purchased with FNS benefits as detailed on the form. The waiver is in effect through October 26, 2024 so those applying for replacement benefits would need to do so by that date.
Medicaid:
The North Carolina Department of Health and Human Services is working with state, federal and local partners to help North Carolinians impacted by Hurricane Helene access needed health care. NC Medicaid has been granted additional temporary changes to help with continued care during recovery efforts.
Federal flexibilities are active statewide from Sept. 25, 2024, through the end of the Hurricane Helene Public Health Emergency declaration for North Carolina and are intended to support Hospitals, Psychiatric Hospitals, Critical Access Hospitals, including Cancer Centers and Long-Term Care Hospitals so that they can ensure:
- People can receive emergency medical treatment.
- There are places to provide hospital care to people.
- There are people to provide health care.
- Telemedicine is available.
- Hospitalized patients have continuity of care.
- People can get the care they need in a long-term care or skilled nursing facility.
- Acute care patients can stay longer.
- Patients get the care they need in the best environment.
- People with intellectual disabilities being cared for in facilities continue to receive services.
- People have the medical equipment and medicine they need.

If you need shelter, the Madison Early College (5734 US 25-70 Hwy., Marshall) is the site for most of the county. Showers are open there. They are not a food distribution site.

Clothing donations are not needed at this time. There is a lot available.
Residents who have been displaced or have lost their household goods are welcome to select all that they need from the Madison High School cafeteria, 9am-6pm.
MEDICAL, PHARMACY, AND MENTAL HEALTH:
Medical:
- There is an oxygen filing station at the Early College. Anyone in WNC is welcome to come for a refill. Staff is on hand to help lift canisters from vehicles as needed. If you need a refill delivered, please call 828-649-1955. They will guarantee a fill of at least two bottles. If staff and resources allow, they will fill more.
- All branches of the Hot Springs Health Program are open during regular hours.
- The Health Department is open, including WIC services, during regular hours. Tetanus shots are available at the Health Department. Insulin is available for anyone who need it.
- Medical facility at Ebbs Chapel and beside Little Creek Café are open for medical assessment and minor laceration care
Prescriptions:
- Sona Pharmacy has advised that Madison County employees may call them directly regarding prescriptions and medications at 844-550-1984 or email them directly at [email protected].
- The Hot Springs Health Program can help to fill existing prescriptions. You do not need to be a patient to be seen by them.
- Madison Pharmacy & Gifts can help with over the counter and prescription medicines. They can help with emergency and non-emergency prescriptions no matter where they were originally filled.

Price Gouging:
North Carolina’s law against price gouging went into effect last Thursday. Businesses cannot unreasonably raise the price of goods or services to profit from a state of emergency. In addition, some scammers travel to areas that have been hit by storms to take advantage of consumers by posing as contractors and tree removal professionals.

The N.C. Department of Agriculture and Consumer Services has activated its hotline to connect farmers with resources that can assist with damage and other agricultural emergencies related to the storm. Pets/Animals:
- Pet Food is available at Cooperative Extension, Walnut Fire Department and some of the community centers.
- There is a load of feed and hay at the fairgrounds available for pickup. Hoping to get meds as well.
- Found Dogs and Cats – do not bring them to the animal shelter unless they need emergency care. Be prepared to house the pet for a short time. The shelter capacity is limited. Pet food can be provided.
- Deceased Livestock on private property – property owners can dispose of remains at the county landfill
- Deceased Dogs/Cats on Private Property – Take a photo, if possible. Check for collar, tag, and identifying markings and email [email protected]. Property owners can dispose of remains at the county landfill unless animal has some form of identification. If there is id, bring the animal to the animal shelter between 10-2 daily.

You may qualify for Disaster Unemployment Insurance. Individuals can go online to the NC Division of Employment Security and file a claim at des.nc.gov or call the DUA Hotline 919-629-3875. Madison NC Works at AB Tech Madison is available to answer questions and assist.

- The Hot Springs Health Program can help to fill existing prescriptions. You do not need to be a patient to be seen by them. Please bring your empty container with dosage information, if possible, and they will work to help with refills. They cannot get refills on expired prescriptions.
- Marshall Pharmacy & Gifts is open at 9am and can help with over the counter and prescription medicines. They can help with emergency and non-emergency prescriptions no matter where they were originally filled.
- Prescription Pad in Weaverville is available to support through their drive-through.
