Important Updates from the County 10/11/2024:
A FEMA Disaster Survivor Assistance team here to assist individuals with completion of assistance applications and provide answers to questions regarding FEMA assistance will be stationed at the following locations at these dates and times:

COUNTY/AREA SERVICES:
Madison County Schools will resume on Wednesday, October 16 on a two-hour delay. There will also be a two-hour delay on Thursday and Friday to give bus drivers plenty of light for the commute. On Monday, October 21, the regular schedule will resume.
Mars Hill University will reopen with classes on October 14.
Most County offices will reopen on October 14 on their regular schedules. The Tax Department will be closed until October 21 to continue to provide statistical support to the county following this crisis. Most phones

Mars Hill mail service has resumed. Weaverville is coordinating Marshall, Hot Springs, and Alexander street-mail deliveries. A Marshall mobile post office is located at the Farm Bureau office on US 25/70, and a mobile post office in Hot Springs is located near the US Post office site.

Early voting begins on October 17 as scheduled. It ends November 2.

The North Carolina Department of Health and Human Services is working with state, federal and local partners to help North Carolinians impacted by Hurricane Helene access needed health care. NC Medicaid has been granted additional temporary changes to help with continued care during recovery efforts.
Federal flexibilities are active statewide from Sept. 25, 2024, through the end of the Hurricane Helene Public Health Emergency declaration for North Carolina and are intended to support Hospitals, Psychiatric Hospitals, Critical Access Hospitals, including Cancer Centers and Long-Term Care Hospitals so that they can ensure:

North Carolina has officially received a Major Disaster Declaration, making individuals in Madison County eligible for Individual Assistance through the FEMA. Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7 a.m. and 10 p.m. EST.
Businesses and residents (updated):
Low-interest disaster loans from the U.S. Small Business Administration (SBA) (https://www.sba.gov/) are available to businesses and residents in North Carolina following the announcement of a Presidential disaster declaration for Tropical Storm Helene that began on Sept. 25.
Be Careful of Fraud:
Be aware that FEMA reps all wear a hard laminated id card. Ask for the official id if you are approached by someone stating they are from FEMA or wearing FEMA clothing. They should be able to produce their official id. The official FEMA and disaster assistance sites all end in .gov. Sites that end in .org or .com, etc. are not actually FEMA. Be mindful of sharing your personal information.

Price Gouging:
North Carolina’s law against price gouging went into effect last Thursday. Businesses cannot unreasonably raise the price of goods or services to profit from a state of emergency. In addition, some scammers travel to areas that have been hit by storms to take advantage of consumers by posing as contractors and tree removal professionals.

USDA has approved a waiver for Madison County for the 10-day reporting requirement for food purchased with FNS benefits as detailed on the form. The waiver is in effect through October 26, 2024 so those applying for replacement benefits would need to do so by that date.
Medicaid:
The North Carolina Department of Health and Human Services is working with state, federal and local partners to help North Carolinians impacted by Hurricane Helene access needed health care. NC Medicaid has been granted additional temporary changes to help with continued care during recovery efforts.
Federal flexibilities are active statewide from Sept. 25, 2024, through the end of the Hurricane Helene Public Health Emergency declaration for North Carolina and are intended to support Hospitals, Psychiatric Hospitals, Critical Access Hospitals, including Cancer Centers and Long-Term Care Hospitals so that they can ensure:
- People can receive emergency medical treatment.
- There are places to provide hospital care to people.
- There are people to provide health care.
- Telemedicine is available.
- Hospitalized patients have continuity of care.
- People can get the care they need in a long-term care or skilled nursing facility.
- Acute care patients can stay longer.
- Patients get the care they need in the best environment.
- People with intellectual disabilities being cared for in facilities continue to receive services.
- People have the medical equipment and medicine they need.

Be Careful of Fraud:
Be aware that FEMA reps all wear a hard laminated id card. Ask for the official id if you are approached by someone stating they are from FEMA or wearing FEMA clothing. They should be able to produce their official id. The official FEMA and disaster assistance sites all end in .gov. Sites that end in .org or .com, etc. are not actually FEMA. Be mindful of sharing your personal information.
Price Gouging:
North Carolina’s law against price gouging went into effect last Thursday. Businesses cannot unreasonably raise the price of goods or services to profit from a state of emergency. In addition, some scammers travel to areas that have been hit by storms to take advantage of consumers by posing as contractors and tree removal professionals.

State Help for Farmers and Pet Owners:
The N.C. Department of Agriculture and Consumer Services has activated its hotline to connect farmers with resources that can assist with damage and other agricultural emergencies related to the storm. The toll-free number is 1-866-645-9403. A live operator will be available on the hotline between 8 a.m. and 5 p.m.
Pets/Animals:
- Pet Food is available at Cooperative Extension, Walnut Fire Department and some of the community centers.
- There is a load of feed and hay at the fairgrounds available for pickup. Hoping to get meds as well.
- Found Dogs and Cats – do not bring them to the animal shelter unless they need emergency care. Be prepared to house the pet for a short time. The shelter capacity is limited. Pet food can be provided.
- Deceased Livestock on private property – property owners can dispose of remains at the county landfill
- Deceased Dogs/Cats on Private Property – Take a photo, if possible. Check for collar, tag, and identifying markings and email [email protected]. Property owners can dispose of remains at the county landfill unless the animal has some form of identification. If there is id, bring the animal to the animal shelter between 10-2 daily.

USDA has approved a waiver for Madison County for the 10-day reporting requirement for food purchased with FNS benefits as detailed on the form. The waiver is in effect through October 26, 2024 so those applying for replacement benefits would need to do so by that date.
Medicaid:
The North Carolina Department of Health and Human Services is working with state, federal and local partners to help North Carolinians impacted by Hurricane Helene access needed health care. NC Medicaid has been granted additional temporary changes to help with continued care during recovery efforts.
Federal flexibilities are active statewide from Sept. 25, 2024, through the end of the Hurricane Helene Public Health Emergency declaration for North Carolina and are intended to support Hospitals, Psychiatric Hospitals, Critical Access Hospitals, including Cancer Centers and Long-Term Care Hospitals so that they can ensure:
- People can receive emergency medical treatment.
- There are places to provide hospital care to people.
- There are people to provide health care.
- Telemedicine is available.
- Hospitalized patients have continuity of care.
- People can get the care they need in a long-term care or skilled nursing facility.
- Acute care patients can stay longer.
- Patients get the care they need in the best environment.
- People with intellectual disabilities being cared for in facilities continue to receive services.
- People have the medical equipment and medicine they need.

If you need shelter, the Madison Early College (5734 US 25-70 Hwy., Marshall) is the site for most of the county. Showers are open there. They are not a food distribution site.

- There is an oxygen filing station at the Early College. Anyone in WNC is welcome to come for a refill. Staff is on hand to help lift canisters from vehicles as needed. If you need a refill delivered, please call 828-649-1955. They will guarantee a fill of at least two bottles. If staff and resources allow, they will fill more.
- All branches of the Hot Springs Health Program are open during regular hours.
- The Health Department is open, including WIC services, during regular hours. Tetanus shots are available at the Health Department. Insulin is available for anyone who need it.
- Medical facility at Ebbs Chapel and beside Little Creek Café are open for medical assessment and minor laceration care

For losses - Charles Zink of FSA will be in his office (296 Old Marshall Hwy, Marshall), open 8-10am, for farmers who have sustained loss of crop or livestock or who have had damage to their land. State Help for Farmers and Pet Owners:
The N.C. Department of Agriculture and Consumer Services has activated its hotline to connect farmers with resources that can assist with damage and other agricultural emergencies related to the storm. The toll-free number is 1-866-645-9403. A live operator will be available on the hotline between 8 a.m. and 5 p.m.
Pets/Animals:
- Pet Food is available at Cooperative Extension, Walnut Fire Department and some of the community centers.
- There is a load of feed and hay at the fairgrounds available for pickup. Hoping to get meds as well.
- Found Dogs and Cats – do not bring them to the animal shelter unless they need emergency care. Be prepared to house the pet for a short time. The shelter capacity is limited. Pet food can be provided.
- Deceased Livestock on private property – property owners can dispose of remains at the county landfill

Clothing and Household Items (Non-food):

Residents who have been displaced or have lost their household goods are welcome to select what they need from the Madison High School cafeteria, open at 9am.
Trash:
- Mars Hill Trash collection will be Tuesday 10/1.
- County trash sites are open. Hot Springs is taking household waste only.
Banks:
First Citizen and SECU are open with ATMs.
Medical:
- Arrangements are being made for an oxygen filling station, insulin, medical kits with suturing materials, IV kits, and bandages to come into the county. We hope to have it available Thursday 10/3. More details to be announced.
- All branches of the Hot Springs Health Program are open during regular hours.
- The Health Department is open, including WIC services, during regular hours. Tetanus shots are available at the Health Department. Formula is available at the high school cafeteria and cooperative extension.
- Medical facility at Ebbs Chapel and beside Little Creek Café are open for medical assessment and minor laceration care
Prescriptions:
- The Hot Springs Health Program can help to fill existing prescriptions. You do not need to be a patient to be seen by them. Please bring your empty container with dosage information, if possible, and they will work to help with refills. They cannot get refills on expired prescriptions.
- Marshall Pharmacy & Gifts is open at 9am and can help with over the counter and prescription medicines. They can help with emergency and non-emergency prescriptions no matter where they were originally filled.
- Prescription Pad in Weaverville is available to support through their drive-through.

- Debris can be hauled within 12 feet of a state road. FEMA will eventually arrange pickup.
- If you dispose of any items you MUST maintain a list of everything that is disposed with an estimated value and where it was disposed of.
- Create an inventory of what was lost with estimated date of purchase and amounted paid
Farmers:

- Charles Zink of FSA will be in his office (296 Old Marshall Hwy, Marshall), open 8-10am, for farmers who have sustained loss of crop or livestock or who have had damage to their land.
